Every rule is read from the statute or regulation itself and stored with its citation, the event it runs from, who owns the consequence, the perils it governs and the dates it was in force. Where courts have split, the rule is flagged contested, the split is written out, and the engine computes both dates and surfaces the earlier one. Nothing is promoted to verified on research alone — a lawyer signs off on the state before it moves, and continuous integration refuses a build in which a verified jurisdiction holds an uncited rule.

The matter itself carries a notice that its clocks are yours to keep, and no reminder is generated from a rule nobody has checked.
